When there are many safety initiatives but no common direction, leadership has to choose what to tackle first. Planning brings together senior leadership, technical departments and operations to set priorities and decide how to track them.
For a plan to be tracked, each choice has to state who is accountable for each action, which indicators will be monitored and when it will be reviewed. That discussion involves governance and business strategy, not only the responsibilities of the technical department.
